Mr Teo was appointed Deputy Director of Prisons in June 2007. Mr Teo has been a key officer in the dynamic transformation of the Singapore Prison Service (SPS) since he joined the service 24 years ago.

Following a visioning exercise in 1999, SPS embarked on its Captains of Lives vision, which encapsulates the multi-faceted role of prison officers. Under the shared vision, prison officers play an instrumental role in building a secure and exemplary prison system, and in steering offenders towards becoming responsible citizens with the help of their families and the community.

Mr Teo has been involved in the development of the Yellow Ribbon Project which was launched by the Community Action for the Rehabilitation of Ex-Offenders (CARE) Network in 2004. This nation-wide campaign aims to raise the awareness of the Singaporean community towards the needs of reformed ex-offenders and their families and how they can help to unlock the ‘second prison'. This was done through the engagement and partnership with various government agencies, grassroots, private and religious organisations.

Prior to his appointment as Deputy Director of Prisons, Mr Teo held various key appointments in the Home Team. He served as Assistant Director (Rehabilitation) in Ministry of Home Affairs (MHA), Commander (Cluster A) and Assistant Director (Operations) in SPS.

Mr Teo holds a Social Science honours degree from National University of Singapore.
